Dr. Wilmer Bugher (1920-1995) was born in Huntington County in Indiana. He received his PhD. from Purdue University and was a life-long educator. From 1975 to 1985, Dr. Bugher was the associate executive secretary of Phi Delta Kappa International. After retiring from PDK, he continued to do special projects and volunteer work with PDK. His wife Bertha (Sal) was a devoted companion throughout his career and with all of his projects. It is in honor of his life as an educator and his considerable contributions to the PDK Center for Dissemination of Innovative Programs during his retirement that this scholarship fund was begun.
