The Charles R. Foster scholarship was established in 1999 as part of Phi Delta Kappa's Graduate Fellowships in Educational Leadership. The Foster Fellowship is awarded for members of PDK in master's or specialist degree programs.

Charles Foster became a member of Phi Delta Kappa in 1928 and remained active throughout his professional career of 77 years. He served as PDK International President from 1960 to 1962.

Dr. Foster received his undergraduate degree from the University of Pittsburgh and graduate degrees from Harvard University. He was a member of the faculty at Rutgers University and dean of the School of Education at the University of Miami before going to the University of Florida in 1947. In addition to his faculty status at Florida, he served as assistant dean of the Department of Graduate Studies until 1963 and was professor emeritus in education at the time of his death in November 1998.

During a long and remarkable career, Charles Foster published innumerable articles and three books. He was active in journalism and counseling organizations, a church leader, and a life member of Kiwanis International. He and his wife were married 54 years and had three daughters, 17 grandchildren, and 23 great-grandchildren.
